Can used tea bags be used in house plant's soil
I have heard many people who use tea bags and it's been known to be beneficial. Give it ago, you never know!

Yes. You need to regularly change wood chip mulch otherwise it could cause issues. I would say a regular a year!

I would suggest buying one of the sprinklers from ebay and have that do the job! There are many cheap ones!

How often should mulch be replaced?
I would suggest every other year at most. Remove as much as possible and shoulder never be more then 3 inches long!
